About the poster: The Cuban Committee in Solidarity with South Vietnam established in 1963. The committee later became the Cuban Committee in Solidarity with Vietnam, Laos and Cambodia, the predecessor of current Cuba – Vietnam Friendship Association.
Our friends at Wikipedia tell us that "Cuban–Vietnam relations are based on trade, credits, and investments which have increased significantly since the 1990s and on shared ideological beliefs – they are both socialist states. Diplomatic relations between the two countries were established in December 1960. Since then, Vietnam has become Cuba's second-largest trading partner in Asia, with China ranking #1."
